Colin graduated in 2000 from Carnegie Mellon University with a Bachelor of Science in Biology. He went on to attend Duke Law School, where he graduated in 2003 cum laude, and earned his Master of Science in Biomedical Engineering from Duke in 2004. Colin then entered a faculty fellowship at Duke Law, working with Professor Arti Rai on university technology transfer policy, intellectual property licensing, and policies to ease legal impediments to drug discovery. He has papers published in the North Carolina Journal of International Law and Commercial Regulation; and the Yale Journal of Health Policy, Law, and Ethics. In 2007, Colin went to work for the Triangle Apartment Association as its Government Affairs representative. In 2008, Colin and his wife bought and renovated a large historic property which they opened as a boutique hotel. Colin resides in Durham, North Carolina with his wife.
