Harassment shall include, but not be limited to: 1. Any slurs, innuendoes or other verbal or physical conduct reflecting on an individual’s race, ethnic background, gender or handicapping condition which has the purpose or effect of creating an intimidating, hostile or offensive educational or work environment; has the purpose or effect of unreasonably interfering with the individual’s work or school performance or participation; or otherwise adversely affects an individual’s employment or educational opportunities.
