Harassment is defined as verbal or physical conduct that is directed at an individual because of his or her status. Such conduct will constitute harassment when it is sufficiently severe, pervasive or persistent to reasonably have the purpose or effect of creating a hostile environment that adversely affects the individual's employment or education.
