Harassment: unwelcome conduct based on a protected category where, considering the totality of the circumstances, the conduct complained of is (1) objectively offensive and (2) sufficiently severe or pervasive to alter the conditions of an employee-Complainant’s employment or to interfere with or deny a student-Complainant’s participation in Tennessee Tech’s educational programs, services, and activities.
