The Treasury Department and the Internal Revenue Service (IRS) propose new rules to clarify qualification requirements for tax-exempt status, how the IRS defines political activity, and how much nonprofits are allowed to spend on it. Nonprofit universities often miscite IRS regulations in order to justify censoring political activities.
