Adam Kissel, who was hired as a deputy assistant secretary for higher education programs, worked most recently on the university investment team at the Charles Koch Foundation and has held multiple positions at the Foundation for Individual Rights in Education, a group that advocates for civil liberties on college campuses and is suing the Education Department over the standard of proof guidance issued under the Obama administration. . . .
