Participants are responsible for engaging in disorderly conduct when they commit
or intend to commit any of the following: … use of obscene, or abusive language, or
engaging in conduct that would reasonably
tend to cause alarm, anger, fear, or resentment
in others.

22. The repeated use of obscene or abusive language in a classroom or public meeting of
the system where such usage is beyond the bounds of generally accepted good taste and
which, if occurring in a class, is not significantly related to the teaching of the subject
matter.
