Office for Civil Rights and the First Amendment

The Office for Civil Rights (OCR) of the U.S. Department of Education has issued an open letter that reaffirms the “central importance” of the First Amendment to “our government, our heritage of freedom, and our way of life.” The letter warns college administrators against the misuse of OCR regulations in efforts to justify unconstitutional restrictions on freedom of expression.
