State of the Speech Codes: Michigan

“State of the Speech Codes: Michigan” finds that Michigan’s colleges and universities are lagging behind the rest of the nation when it comes to having written policies that respect student free speech. This 2022 report examines the speech codes — policies that regulate student expression that would be protected by the First Amendment in society at large — on 26 Michigan campuses, finding that just one institution earned a “green light” rating for having no policies that seriously imperil free speech. FIRE’s report also compares speech codes at Michigan’s institutions with institutions in neighboring states, analyzes a number of problematic policies, and recommends tangible steps universities can take to improve the state of free speech on campus.
