Unwelcome, verbal or physical conduct based on an individual’s protected class that is (1) sufficiently severe, persistent, or pervasive such that it unreasonably interferes with, denies, or limits an individual’s ability to participate in or benefit from the university’s education and employment programs and activities; and/or (2) is based on power differentials (quid pro quo) or the creation of a hostile environment.

Hostile environment in the education context includes any situation in which there is harassing conduct that limits, interferes with, or denies educational benefits or opportunities, from both a subjective (the complainant’s) and an objective (reasonable person’s) viewpoint
