One would hope that by this time in our society a document such as this
would not be necessary; unfortunately, it is. In too many places - in too
many offices, factories, and stores - here in Baltimore, in Maryland, and
across this country, women are still being discriminated against in hiring
and promotion and still being harassed in the work place, still being forced
to listen to someone's poor idea of a joke or tolerate someone's sexually
suggestive remarks.
