Sexual harassment of an employee or of an applicant for employment is defined as unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature

4) when such conduct has the purpose or effect of unreasonably interfering with an individual's work performance or of creating an intimidating, hostile, or offensive working environment. Additionally, a person who is qualified for but denied an employment benefit because of another's submission to sexual harassment is protected by this policy.
