The term “harassment” means a knowing and willful course or pattern of conduct by an individual, which would seriously alarm or annoy the targeted person and serve no legitimate purpose for communication. Forms of harassment include, but are not limited to courses of conduct that would cause a reasonable person to suffer substantial emotional distress, which may include, but are not limited to actions such as repeated, unwanted phone calls, texts, social media messaging, and attempts to intimidate or threaten another person.
