[T]his language refers to a community resource, not a WSU program or policy. WSU has not operated a “Bias Hotline” for several years. … While several offices at WSU include the hotline as a local community resource in publications or on Web pages, if WSU received a report from that service, WSU would evaluate the report based on WSU’s policies prohibiting discrimination. Those policies specify that to constitute harassment, the conduct must be severe, persistent, or pervasive.
