What follows is the full text of an April 28, 2020 letter to Commissioner Warren A. Stanley of the California Highway Patrol (Sacramento) and to California Governor Gavin Newsom. The letter was sent by a coalition of organizations (Project Democracy, Center for Media and Democracy, Earthworks, and the Niskanen Center) and signed by, among others, Floyd Abrams, Ronald J. Krotoszynski, Genevieve Lakier, Laurence Tribe, Sonja West, Heidi Kitrosser, Geoffrey Stone, and David A. Schulz.
"Maintaining the ability for individuals to assemble and protest government actions they disapprove of is an essential service that the First Amendment guarantees to Californians. We urge CHP to eliminate or reconsider its ban on protests."
